General Information
A novel vehicle is defined as any vehicle that is not expressly exempt from registration; that does not fit within a vehicle category; with unique characteristics that make it unclear whether the vehicle fits within a vehicle category; or that a reasonable person would not consider the vehicle to be clearly included in an existing vehicle category.
In layman’s terms, novel vehicles are those “one offs” that don’t quite fit into a vehicle type as it is defined in statute. Before a novel vehicle can be titled and/or registered it must be approved by the appropriate entities at the Utah State Tax Commission.
Requirements for Titling
- Title or Certificate of Origin
- Form TC-656, Utah Title Application
- Vehicle Identification Number (VIN) inspections, if being titled in Utah for the first time. See Form TC-661, Certificate of Inspection. (New vehicles sold by a Utah dealer are exempt)
Requirements for Registration
- If the vehicle is being registered as street legal, an applicable safety inspection will be required for the first time registration.
- Payment of applicable fees as set by statute
