Vehicle Registration Renewals

The majority of vehicles in Utah can be renewed online via Renewal Express or at an On the SPOT renewal station. Please use one of the following methods for renewal unless a visit to the DMV is absolutely necessary.

The most convenient method is renewing online, using RenewalExpress. There is no fee for using this service.

Option 2 – On the SPOT

On The Spot Renewal StationsMany inspection stations around Utah participate in the OTS program, where you can get your vehicle inspected, renew your registration, and get your new plate decal—On the SPOT. No more waiting in line or waiting for decals to arrive in the mail. Most stations charge a minimal fee for this service.

Option 3 – Drive-Through

Option 4 – By Mail

If your only option to complete your renewal is through the mail service, you may mail items to the address listed below. Applicable inspection certificates and payment of all associated registration fees are required to complete any renewal transaction. What to Bring to Your Title and Registration Appointment

Utah DMV SchedulerThough every title situation is slightly different, you should at least have the original title or a bill of sale from the previous owner. Either of these should be sufficient to get you started at the DMV, and at least get a temporary permit. All taxes and applicable fees are due at the time of Title and/or Registration. For additional details, review these subjects:

Transfer a Utah Title

  • Certificate of Title – The seller must provide you either the original certificate of title or a completed Form TC-123, Application for Duplicate Utah Title. There are several things to watch for when you receive one of these:
    • Make sure the Vehicle or Hull Identification Number (VIN/HIN) on the document matches the VIN/HIN on the vehicle.
    • Make sure the seller has signed where necessary to release their ownership of the vehicle. Note that the Application for Duplicate Utah Title requires the seller to sign in two places.
    • Make sure the previous lien holder, if there is one printed on the face of the certificate of title, has signed to release their lien on the vehicle.
    • Make sure that the purchase date and purchase price are correctly filled in.
    • Make sure that the odometer disclosure section has been completed if the vehicle is less than 20 years old. You may also use a properly completed Form TC-891, Odometer Disclosure Statement filled out and signed by the owner and the buyer.
  • Application for Utah Title – Form TC-656, Application for Utah Title must be completed by the new vehicle owners.
  • Driver License – Please bring your driver license to your appointment.
  • Emissions Inspection Certificates – If you plan on registering the vehicle, and you live in Salt Lake, Davis, Weber, Cache or Utah county, an emissions inspection may be required. See Vehicle Inspections for more information.
  • If the vehicle is leased, make sure the lessor has provided their power of attorney, a billing statement, and their Utah sales tax number.

Transfer an Out-of-State Title

  • Certificate of Title – The seller must provide you with the original certificate of title. There are several things to watch for when you receive the certificate of title:
    • Make sure the Vehicle or Hull Identification Number (VIN/HIN) on the document matches the VIN/HIN on the vehicle.
    • Make sure the seller has signed where necessary to release their ownership of the vehicle.

    • Make sure that the purchase date and purchase price are correctly filled in.

  • Application for Utah Title – Form TC-656, Application for Utah Title must be completed by the new vehicle owners. This may be completed at the DMV at the time of transfer.

  • Emissions Inspection Certificates – If you plan on registering the vehicle, and you live in Salt Lake, Davis, Weber, Cache or Utah county an emissions inspection may be required. See Vehicle Inspections for more information.
  • VIN/HIN Inspection – Inspections of identification numbers are required for all vehicles or vessels to be titled in Utah for the first time. Emissions inspection certificates are acceptable means of verification for your vehicle providing that the VIN is accurate on the inspection certificate. You may also use a TC-661, Certificate of Inspection.
  • If the vehicle is leased, make sure the lessor has provided their power of attorney, a billing statement, and their Utah sales tax number.

Registration Only

If you’ve recently moved to Utah, and your certificate of title is being held by an out-of-state leasing company or lien holder, you will not be required to acquire the certificate of title in order to transfer your vehicle registration to Utah. Instead, you will need to provide the following in order to receive a Registration Only:

  • Most recent registration – You will need to provide a copy of your most recent vehicle registration.
  • Leasing company or lien holder information – Be prepared to provide the name and address of the leasing company or lien holder that is holding your certificate of title.
  • Driver License – Please bring your driver license to your appointment.
  • Emissions Inspection Certificates – Depending on the vehicle type and model year, an emissions inspection may be required if you live in Salt Lake, Davis, Weber, Cache or Utah county. See Vehicle Inspections for more information.
  • VIN/HIN Inspection – Inspections of identification numbers are required for all vehicles or vessels to be titled in Utah for the first time. Emissions inspection certificates are acceptable means of verification for your motor vehicle providing that the VIN is accurate on the inspection certificate. You may also use a TC-661, Certificate of Inspection.

Insufficient Evidence of Ownership

At times, a certificate of title may not be available when a vehicle is sold. This is especially true for homemade vehicles and old vehicles for which the original certificate of title cannot be located. In such circumstances, a process known as “Insufficient Evidence of Ownership” must be completed. What to Bring to Your Disabled Plate or Placard Appointment

Renewing your placard: If you already have a permanent placard and need to renew, you can process your renewal online and we will mail the new placard to you.

Important Points

  • Approval will require a Form TC-842, Disabled Person And Physician Disability Certification. The form’s “Physician’s Disability Certification” section must be completed by a licensed physician, physician assistant or nurse practitioner.
  • Individuals with disabilities can qualify for disabled person’s license plates, which are mounted on their cars in place of regular license plates, or disabled person’s placards, that are hung from the rear view mirror of their cars.
  • There is no cost for disabled persons parking placards. You may receive a maximum of two placards if no disabled plates are issued.
  • In addition to your disabled license plates, you may receive one permanent disabled placard that may be used in any vehicle while transporting a qualified disabled person.
  • Permanent Placards are valid for two years from the date they are issued and must be renewed every two years. There is no fee for bi-annual renewal. A doctor’s statement is not needed for renewal.
  • Temporary Placards are valid for up to six months. As with the permanent placard, a physician’s certification is required describing the nature and expected duration of the disability. They cannot be renewed. Should your temporary disability continue past six months, you may apply for another temporary placard upon obtaining a new physician’s certification.

What to Bring to Your Impound Release Appointment

General Information

In order to retrieve your vehicle from the impound yard, you will first need to visit a DMV office and obtain an impound release. You will need the impound report or the report information. This information can be found on the Impounded Vehicle Service. All applicable fees, depending on the nature of the impound, will need to be paid prior to obtaining the release.

Impounded vehicles and/or boats may only be released to:

  • The registered owner: The registered owner must provide valid ID in order to obtain a release.
  • Person representing registered owner: The owner’s representative must have a statement signed by the owner authorizing release to the named representative.
  • Registered lienholder: The lienholder must provide a copy of the title or security agreement that shows the lien. The representative for the lienholder must provide verification indicating that they are an employee of the lienholder and is authorized to obtain the release for that vehicle.
  • Leasing companies: The representative of the lease company must have a letter of verification indicating that he/she is an employee of that leasing company and is authorized to obtain the release for that vehicle.
  • Dealers: The dealer must show evidence of ownership (title, MSO, certified copy of title, etc.) along with proof that they represent that dealership.

Steps for Releasing a Vehicle

To obtain a vehicle release, complete these two steps:

Step One

The vehicle owner must go to the DMV office at the designated time of their appointment and:

  1. Present proper evidence of ownership; (e.g. title, registration card, bill of sale);
  2. Present picture ID;
  3. Present proof of Insurance if vehicle was impounded for no insurance;
  4. Pay all fees and penalties for titling or registration functions; and
  5. Obtain a “Letter of Impound Release” from DMV.
Step Two
  1. Contact impound or tow yard;
  2. Present “Letter of Impound Release”;
  3. Present ID to the impound or tow yard;
  4. Pay the towing and storage fees.

Applicable Fees

  • An improper registration impound fee is equal to the vehicle registration fees, plus any additional fees that are due at time of release. The impound fee is required on all impounded vehicles unless it was reported as stolen. Verification of the theft is required before this is waived.
  • DUI’s will be charged an impound administrative fee, plus any additional fees required at time of release. The administrative impound fee is due even if the owner was not the intoxicated driver.
  • No Insurance impounds will be charged the insurance reinstatement fee if the vehicle’s registration has been revoked for no insurance.
  • If the vehicle is not currently registered, all registration fees will also be required before the vehicle can be released.

Common Impound Fees

Fees shown below are for the impound release only. Towing and storage fees may be assessed by the impound yard where the vehicle is held.

  • Abandoned, Accident, Invalid Driver’s License or Theft impound release – $0.00
  • Improper/Expired/No Registration impound release – (Equal to the Registration fee)*
  • No Insurance impound release – $0.00
  • Driving Under the Influence (DUI) impound release – $400.00
  • Boating Under the Influence (BUI) impound release – $400.00
  • Ignition Interlock System (IIS) violation impound release – $400.00
  • Exhibition Driving impound release – $400.00
  • Driver’s license revoked due to drug or alcohol related issues impound release – $400.00
  • Revoked No Insurance impound release- $100.00

* Additional title and/or registration fees may apply if registration is not current and correct.

What to Bring to Your Insurance Reinstatement Appointment

Utah DMV SchedulerAfter receiving no proper proof of insurance from you, Insure-Rite may notify the DMV that your registration must be revoked for no insurance. Alternatively, law enforcement may revoke your registration if you are operating the vehicle without current insurance. Once this happens, you will need to visit your local DMV office at the time of your appointment to have your registration reinstated. Proof of current insurance will be required. A $100.00 reinstatement fee will be assessed, unless you can provide proof that the vehicle was insured on the date that the registration was revoked.

Reinstating Registration

To reinstate vehicle registration for no insurance, the vehicle owner must:

  • Present evidence of ownership, such as the vehicle’s title or registration card;
  • Present picture identification;
  • Present one of the following as evidence of insurance coverage for the vehicle:
    • a current form SR-22 obtained from a Utah licensed insurance company or agent that shows proof of insurance coverage for the vehicle;
    • a current insurance policy;
    • a current insurance binder;
    • a current insurance declaration; or
    • a current insurance card
  • Pay a $100 reinstatement fee.
